Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democratic processes just over a week before the country’s general election.

Testing Reveals Consistent Bias in AI Suggestions

The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a analysis published ahead of the late October vote.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query exactly matches the stances of these political entities, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed across the continent for the performance of the PVV.

The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.

All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
